The 16^th century and the 17 century saw the movement of thousands of puritans from England to North America, the modern-day United States (Purvis, 2014). Despite the earlier focus, which was mainly to train the ministers, the graduates from this institution went into other fields of studies such as medicine, law, among other fields. The colonial government funded the local the institution but later own the institution due to its endowment managed to use the same to run its activities.

Anglican Church is known for its involvement in the management of colleges such as William and Mary, with the longest-serving president since its establishment being James Blair, who was Anglican Minister (Reich, 2016). Puritans established other institutions such as Yale College in the 1700s who wanted the institution to train Orthodox ministers (Purvis, 2014). It is therefore clear that education in Colonial America was mainly aimed at improving literacy that would help in reading the scripture and hence its focus on training ministers.

These were meant to reduce the cost by having a centralized pave where the poor would be confined for the provision of the services. Besides making it easy for the service delivery, the outdoor relief became the best avenues in which the able-bodied people would be eliminated from the program. The provision of homes to confine the poor were was the easiest method of caring for the poor, handicapped, and other justifiably poor groups. This was better than the earlier approach, which vested each member of the society in taking care of the poor. The initial approach caused a considerable burden since it would be hard to account for the poor and scrutinize them.
