had a minor effect because overdose-related deaths are still rising, and more
people are being diagnosed with opioid use disorder. Moreover, these effects
have impacted the economy through increased costs of Medicare and decreased
productivity, causing a decline in economic growth. Evidence-based and
scientifically grounded policies necessary to reduce the occurrence of new
cases and reshape prescription practices must be implemented.
Two qualitative policy changes reduce the population
scope of individuals abusing opioids. Reducing the demand and supply of the
addictive drugs in the market and reducing the likelihood that the addictive
drug will have harmful consequences. There are various strategies for reducing
the supply: regulating lawful access to the approved drug by licensing drug and
limiting the number of persons approved to manufacture and distribute the drug,
scheduling opioids under the controlled substance abuse act, and implementing
drug take-back programs for the unused opioids. Reducing supply: use of
abuse-deterrent technologies such as chemical barriers to prevent its
extraction and antagonist agonist combinations and monitoring the black market.
Influencing prescription practices are; providing pain management education to
the medical health practitioners, increasing access to opioid treatment, and
educating the patients by developing an organization that oversees clinical
pain competencies, opioid prescription practices, and pain management
guidelines. These policies will bring change to the community by reducing the
number of overdose-related deaths, reducing the population scope of opioid
abuse disorder, and the treatment plans will help the addicts. This policy will
be beneficial to the whole community.
The two policies of reducing the demand and supply and
reducing the harmful effect of the addictive drug will be appropriate for the
community. Policies that will deal with the root cause of the problem. The
youth between the ages of 18-35 years is the most affected population by this
epidemic. Decreasing the availability of the product will decrease the number
of youth recruited every day to take the drug. Moreover, the youth are the most
productive individuals, a substance-free youth population translates to
increased productivity. Moreover, the treatment and education programs will
help individuals with opioids use disorder, and help them to be easily
integrated back to society (Taylor et al., 2021). Moreover, educating the
health physicians will help in the prescription of other drugs for pain
management other than opioids. Educating the community through campaigns and
with the help of law reinforcement agents will help the community in adapting

an outreach education about the policy issues reaching up to the grassroots

station that commands a significant national and regional attention, media with
the most influence in running elite, and using the most popular and trusted
sources of news and information.
Implementing a public health campaign, it is important to
analyse two the primary and secondary audiences critical in the achievement of
policy objectives. The primary audience is the general population and opinion
leaders e.g. the president. The secondary audience pose the capability of
influencing the primary audience: the health secretary and the American medical
association. Digital leaders will access the youth population in the awareness
of the harmful impacts of opioids. The mass media will get the attention of the
major opinion leaders, helping them to learn the positive impacts of the
policies (Weeks et al., 2017). The public health message is solving the root
cause of the opioid crisis. This message will impact the opinion leaders in
policy implementation. The epidemic has been hard to solve despite the
treatment programs in place, placing a barrier in the access to this pandemic
will help solve the crisis from the overdose deaths, number of addictive’s and
curb the black market.
The three ways in which the audience will adopt to the
public health campaign are: change of behaviour and attitude, the clinicians
