Step 5: The executive branch breaks the ice
The president issues executive orders that are following the rule of law but does not require the approval of Congress. Such orders will create opportunities and momentum for some civil rights campaigns.
Step 6: Congress legislates a blockbuster
Congress is responsible for passing significant changes that affirm civil rights that echo throughout history. In this step, Congress evaluates civil rights and passes laws and amendments.
Step 7: It all ends up in court
In the end, the matter is taken to the courts. The court is the ultimate arbiter of challenging matters and civil rights.
